Arizona has adopted no residential building code statewide: under ARS 11-861(A) a county board of supervisors may adopt a building code for the unincorporated areas it has zoned, and may authorise areas zoned rural or unclassified to be exempt from the code it adopts.

- Wildland-urban interface
Whether a wildland-urban interface code applies is a county decision: ARS 11-861(D) provides that a board of supervisors may adopt a current wildland-urban interface code adapted from a national or international model code.

- Who issues the permit
Permits and inspections under a county building code are the county board of supervisors' own, under ARS 11-863, which lets the board set the permit and inspection fees and contract enforcement to a city or town.

ARS 32-1121(A)(5) exempts from contractor licensing an owner who builds on their own property, using their own labour, their own employees or licensed contractors, where the structure is intended for the owner's occupancy and not for sale or rent.
