Who qualifies Income qualified households, judged by county, household size and household income, or by current enrolment in another assistance programme such as Supplemental Security Income or the Low Income Home Energy Assistance Program. Both homeowners and renters may apply. Meeting the income test does not guarantee service: availability depends on current funding and on the utility, and eligible households may be put on a waiting list.
