Energy assistance and free weatherization for income eligible households, delivered through community action agencies statewide.

The grant does not come to you. It is applied for on your behalf and paid straight to your energy supplier, which is why the bill drops without a cheque ever arriving. The same programme may repair or replace a heating system that is unsafe, broken or not working, and qualifying households may go on to have the house weatherized. If getting to the community action agency office is difficult, say so: they will take an application by phone or by post, or come to the house, and that offer is made in terms to people who are housebound.
