- Who issues the permit
A building permit comes from the city or county, and only from a local government that has elected by ordinance to run a building code enforcement program.
- Building it yourself
An owner performing construction on the owner's own residential property is exempt from contractor registration, unless the owner is building in order to promptly sell the property.
