The Utah Weatherization Assistance Program sends this agency to the home itself: an energy audit first, then the work, insulation, air sealing, and the repair or replacement of heating equipment that is unsafe or failing, at no cost to a homeowner who qualifies on income. A renter can qualify too, though the landlord may be asked to pay an elected portion. Utah runs a waiting list and prioritises applications rather than taking them in order.
Who qualifies Requires a home you live in, owned or rented. Gross annual household income at or below 200 percent of the federal poverty level, or current receipt of the HEAT programme, and at least one adult in the household who is a US citizen or qualified non-citizen. Homeowners pay nothing; a renter's landlord may be asked to pay an elected portion of the cost.

The agency highly recommends applying for HEAT first, which allows more energy saving measures to be completed on the home, and requires that the HEAT and weatherization applications be in the same household member's name.
